Nahid Islam, Convener of the National Citizen Party (NCP), has said that signing the July Charter without a legal basis would be meaningless. He stated that the party would not take part in the signing event until such assurances are confirmed.

He made these remarks at a press conference held at the party’s temporary office in Bangla Motor, Dhaka, on Thursday morning (October 16).

Nahid Islam said, “If we sign the charter without a legal basis or assurance regarding the order, it will be meaningless. We want guarantees on what basis a future government will implement it and what the final text will be. Until these matters are ensured, we will not be part of the July Charter signing event or related arrangements.”

Addressing the government, he demanded that the implementation order of the July Charter and the referendum question be finalised and made public beforehand. He added that Chief Adviser Dr. Muhammad Yunus will issue the draft implementation order of the July Charter as an expression of the people’s sovereign will.

The NCP leader further said that if the people approve the July Charter through a referendum, any “note of dissent” will have no effect. Based on the referendum’s verdict, the next elected parliament will reform the constitution with the constituent power vested in it. The revised constitution will be titled “The Constitution of Bangladesh, 2026.”

Notably, the signing ceremony of the July Charter will be held on Friday at the South Plaza of the Jatiya Sangsad Bhaban.
