Allegations of purchasing equipment worth 1 crore for 8 crores

A major corruption case has been raised again in Bangladesh Railways. Deutz Diesel Engine Spare Parts worth 1 crore are being purchased for more than 8 crores; such allegations have been made against the concerned contracting company and some railway officials. Recently, four tenders were published in the e-GP system, each with an ID number: 1093826, 1093885, 1093744, and 1092157. Tender opening date: 26 and 27 May 2025. A total of eight companies participated in this tender.

Although the work was supposed to be given to the lowest bidder as per the rules, it has been alleged that the CEE/East Office official did not mention Equivalent products in these four tenders, ISO certificates, and Technical Specification Details of the products were not sought. It is incomprehensible to all other bidders how the technical evaluation of the tender materials was completed without these important documents.
In addition, there are allegations that the highest bidder was awarded the work in collusion. According to the allegations, this work was awarded to Next Generation Graphics Ltd (NGGL), which is part of the Fav Diesel Sales & Service Group. The group is owned by Faraj Karim, son of the former chairman of the parliamentary committee of the Ministry of Railways, Fazle Karim Chowdhury.

Several railway officials said on condition of anonymity, “Even though the fascist government has fled, almost 90 percent of the railway’s work is still under the influence of Faraj Karim. Fav Diesel Sales & Service is taking over almost all the big tenders in collusion with officials.”
According to the analysis, the actual market value of the materials in the tender is 10 to 15 million taka, but the actual market value of the materials is being purchased for 80 million taka. That is, it has been alleged that a plan has been made to embezzle government money with the connivance and cooperation of CEE/East Md. Shafiqur Rahman paid about 6 to 6.5 crore taka more.

In addition, there are allegations of multiple irregularities in the e-GP process. For example, equivalent products were not mentioned in these four tenders, and ISO certificates and technical specification details of the products were not sought. Other suppliers have also raised questions about how the tender was invited from the CCS/Pahartali office in violation of Rule 29 of PPR 2008, and the evaluation of the tender was completed again, leaving aside these important conditions.
CCS/Pahartali Md. Belal Hossain Sarkar's mobile phone was tried to contact him to find out about this, but he could not be reached and did not receive the call. When CEE/East Md. Shafiqur Rahman's mobile phone was called, the phone was found switched off.

Meanwhile, CCS Belal Hossain Sarkar was in the Rajshahi Railway Western Zone when he was in Western Zone. He was made OSD in the said case. Later, after lobbying, he joined the Pahartali CCS post.
